Yes, you can use the same code. If you want the color the same without hover, you have to remove the :hover instruction.
I’ve made this changes please take a look.
First of all i have removed the tags on the widget text on the footer. After that i have added this line of code:
#footer a:hover{text-decoration:underline;}
You can see the code added into Specular > General > Custom Code.
