I checked again. The preview, aka “Live page” does open in new tab (screenshot). I suggest you clear cache and hard refresh page. Or deactivate any add-ons you may have installed in your browser.
1-Please know that the spaces you put using the customizer are for desktop only. The responsive layout uses a different, specific layout that is defined by css in the css files only.
The underline is part of theme style to indicate the active menu item. Because you have links to sections in the same page, there are several of them underlined while in homepage. To remove it add this css:

border-color: #ffffff00 !important;

If the News page is assigned as blog page, you have no option but to have all posts shown there. You can, however use the “Full Blog” or “Recent News” element of Visual Composer in other pages. Add only one of these blog elements in another page (example: events) and set it up to show posts from only the category you want to show.
If you need additional filters (select the posts to sow on your preference), then i suggest you find some plugin to help you with it.
Sorry but this element is composed of search field and quick search tags. I suggest you delete the current element and add a simple search from the codeless elements list.
The top header is composed of two span6 sections. The “Centopagine” is inside the first span6 and aligned left, along with all other content. It’s not possible to separate only “Centopagine” from the other content and set it in the center. See screenshot: https://postimg.cc/Z0HMVLgk
You could workaround it with custom css, but this is a customization not included in support. So that all i can do.

If the import is finished successfully, you only need some little configuration. Please assign the homepage first. You can set it up in Settings > Reading, or Specular > General > Select Homepage.
