No no, to import dummy data just go to starter sites in your admin menu and there you will see all demos. Just click on import button on desired demo and that will be imported.
It is not availablr to handle through any settings. But if you are making any CSS changes you can keep those with you as backup. And when ever issue arises you can revert those back.
