Have you installed any cache / speed optimization plug-in or cloudflare some kind of cdn?
then better to flush the cache and try it on another PC / devices.
If problem still remain same then speak with your web hosting provider.

2. You are talking about Pre-loader Effect (Strings Move) You can On / Off from by going to: wp-admin > appearances > General > Site Options > Preloader Effect
