Sorry to say but it’s not possible, because at a time there’s only one event that will be done horizontal scrolling or navigation to the specific section. Combing both events will disturb the website layout or make things puzzled.

It comes under deep customization. We highly don’t recommend it. Editing, Manipulating, or deleting theme/WordPress core functionalities manually might harm your site functionality and layout.

1- Header styling is now added to the Customize CSS section and now it is working fine on small devices too.
Please check and advise.
2- You can add padding-top and padding-bottom to show more height as you added in the custom CSS box by using media query.

1) I’ve made it 5, but you can change the number of results per page through
WP-Admin Dashboard > Settings > Reading > Blog pages show at most > Save changes > Done.
