Row animation not working in smart phones

  Hello,
  
  when I open the page https://codeless.co/specular/agency2/?page_id=77 in a smart phone (Samsung Galaxy S4) the second and third rows don’t animate immediately, I must scroll up and down util they “decide” to slide in.
