The default number of portfolio items to display for a two column portfolio, is 6. If there are more items available and you have chosen the “with pagination” style, then the pagination will display. If not, you need to increase the number of items to show, just like suggested in the article.

i don’t see where to set the style to “with pagination” option i have checked the portfolio config and styling portfolio sections as well as the portfolio category.
i see the problem now we are using the default template with the VC recent portfolio component. is there a configuration using the page template that looks like what we have now? Or is there a method to control the pagination and/or number of images in the VC component version?

Sorry but the pagination option is not available in the Visual Composer element. The max number of portfolio items to display, according to element options is 25 (5 rows showing 5 items each). Else you have to edit theme file like explained above for it.
In the portfolio tab navigation will be displayed as many categories as you have chosen to show. If you remove them all, then the bar will be removed as well.
Go to your portfolio page’s Portfolio Options > Portfolio Categories and unselect all categories.
