In left column I used a service small icon and I put each in different row. In right column I’d like to put a video. When I do this now, in the left column shows a lot of white space. Is it possible to merge column or any other way to put a video next to the service icon on the column?
In General tab of row there are settings like: Enable Video Background, how can it be used? Cause I found here a manual, but there is no settings shows on a video.

The example image you send us has a video at the right column but it’s not set as background. Do you want the video as the background of all row? if so, please follow the instructions of the video tutorial you send. But if you want it as the columns background, sorry but that’s not possible.
You can add a video element to your column and change the padding values in Inner Column Settings > Design Options (screenshot), to reduce the spacing as much as you want.
