Hello,

This happens because you have set the background in gray color. The line is there, but it’s in very light gray and the background of the content is darker than it. See screenshot.
To keep your current style settings and make the line visible, please add this code into your custom css box:

.block_title.column_title.inner-inline_border h1 {
    background: #ddd !important;
}
.block_title.column_title.inner-inline_border:after {
    background: #c5c0c0 !important;
}
