Perhaps you have set up footer to have the revealing effect. Like in this demo: https://codeless.co/folie/portfolio-agency/

This makes the footer fixed and if the background of the header or content is set to transparent, the footer widgets underneath can show up.
You can check this option in Customizer > Footer > General > Footer Reveal Effect, check if it’s ON.
