CUSTOMIZE PAGE & OPTIONS deletes previously saved content during editing.

  Hello,
  
  There is a huge problem with the CUSTOMIZE PAGE & OPTIONS editor.
  
  Whenever I return to edit a page, all previously saved content is deleted.
  
  As is, I am required to re “Publish” every single content and element each time I edit a page.
  
  It is not possible to develop the website under these conditions.
  
  Am I missing something? Please fix.
