The language pack is a widget in your case. So you can just drag-and-drop it any where. Where are you trying to put it? I am not sure i understand your problem.

For my problem is, I can use WPML on any pages and posts. But however, it seems that Codeless Page Builder do not support the pages in multilanguage by WPML. I can change anything into Multiple language but I cannot change the item on the headers into multi-language. Once I change the item highlighted, all language will change together.
Is Codeless Page Builder compatible with WPML?
Is it ok when I edit all content by using WPBekery Backend Editor, it works perfect.
