Now the “Concept” Row in the web page below is Full height setting and works well,
but when I delete “What’s New” Row, the “Concept” Row’s height would become short.

I think you have only to disable and enable the Full height option on the Concept row and everything we will show normal.
Please check it out in the live version instead only in the customizer.
