Can you clarify if you have activated the responsive mode ? Simply go to your admin dashboard and Specular > General Options Responsive Layout 

Just activate responsive layout if its not already set and save settings. If its already set to responsive settings then send us your admin logins so we can check it for you.

By editing your page, then if you see you have page builder uses, so edit your columns and set desired settings for your columns under responsive tab.
