Kindly note visual composer short-codes will work inside your page content not in footer. If you want to have in footer you have to do it by customisation work.
Ok that is a shame, as it seems like a simple function based on other complicated aspects of the site. I can also see in the history on this forum that other people have tried to do this also.
Actually there is different between page content and widgets and that’w how where it is coming from ? Well, to achieve this you have to be at least some coding skills or you can hire our customisation services to make this done ?
