Problem with import Starter Sites

  I installed the Specular template and registered it. When I tried to use ‘Starter Site’, an error appears:
  
  Error code: ti__ob_failed_fetch_catch
  
  My web hosting server has the following parameters set:
  memory_limit = 512M
  post_max_size = 128M
  upload_max_filesize = 128M
  max_execution_time = 300
  max_input_time = 1000
