To add padding between header and body, set the padding values on General options > Layout > Inner Page Content Padding. If you want to add a background to your page between header and body, just add a row with visual composer and set a row background.

Sorry, i don’t see any problem with woocommerce cart being not responsive ( see screeshot from a tablet view). If you want to show the cart or other header tools on phone view, you should activate the Show header tools in responsive (Mobile) button on General options > Header options.
