All of them can be changed using a translator plugin. A popular one like WPML or a free plugin like qTranslate.

In all cases problems with dummy setup wizard is caused by plugins installed. If you need in the future to re-install, please de-active all plugins before :)

You have two points to fix:
One, increase max execution time to 300 Two, dis-active WordPress Importer Plugin.
