When you select Currency Drop Down Menu on any Page (e.g. krw) , its means now default currency for this visitor is KRW, Now got to Cart page, you will be seeing everything KRW, you have to switch to SGD, otherwise it will remain in KRW.

Please play with Woocommerce and see how the things are working.

I set currency SGD, added the product to cart and went for checkout with paypal.

There is no issue, please advise if you are facing.
