Try putting a link in the URL field:
1) On the page https://verkholantsev.ru/services/ in the block “Service Small Icon block”
2) On the page https://verkholantsev.ru/ in Sliders Options/Add/Edit Slides/Carousel Gallery.
It is expected that after adding a link in this field, the block element will work as it should – hovering will appear and the link will work.

Not quite right. You shouldn’t disable hovering in all slides and in all headers at all! Disabling it should be done in the standard way: by putting a link in the appropriate fields of the two elements.
