Not quite right. You shouldn’t disable hovering in all slides and in all headers at all! Disabling it should be done in the standard way: by putting a link in the appropriate fields of the two elements.

Try putting a link in the URL field:
1) On the page https://verkholantsev.ru/services/ in the block “Service Small Icon block”
2) On the page https://verkholantsev.ru/ in Sliders Options/Add/Edit Slides/Carousel Gallery.
It is expected that after adding a link in this field, the block element will work as it should – hovering will appear and the link will work.
Am I correct in assuming that your tech support is not related to the developers if you can’t delegate to them the task of fixing these obvious bugs?
