For the sake of transparency I will post my findings that I replied to your email with… just so this may be marked as resolved.
It would appear that after installing in a dev domain with an actual qulified tld it is working properly. Before I was installing it on the clients dedicated IP as their current domain is in use on another host. Thus installing on https://ip.address does not install the content properly… however, installing on https://domain.name.com does work.
It is odd that installing on the IP would create the unusual circumstances I was facing.. but I am not too familiar with WordPress requirements in terms of js and css calls… perhaps it being on an ip address the javascript failed somehow as it read all the (dots) as full stops in a domain name.
At any rate… it works as expected on a tld. Sorry for the bother and it’s something I really should had checked first thing.
