I have two background images, one on home page and one on services page. Each one jumps to fit upon loading the page. Please advise.

Please can you try to add this custom css on the Specular > Custom Css >
#content{padding-top:0px !important}

not possible to have parallax?
Please try to deactivate parallax and nice scroll so we can found if the issue you have is caused by this two features.
Another solution is to use Codeless Slider instead of the row with parallax effect.
Let us know.
If this is have no effect on fix the bump up of the header. You can reactivate the nicescroll. I think the best way to resolve your issue is to use the Codeless Slider.
