Configuration issue with theme import

Can't import theme

  Trying to import starter site theme and I get a message saying:
  “It seems there is a configuration issue with your server that’s causing the import to fail.”
  
  Error code: ti__ob_failed_fetch_catch
  
  and the troubleshooting guide link doesn’t work. What do I do?
