I’m having the same issue at 65% as well…

If it makes any difference, I can’t upload the theme through the dashboard. I have to ftp it… Also, am hosting WordPress on Azure.

I didn’t realise that I needed to unzip and re-zip just the Specular folder.

I did that and deleted the previous theme. I then uploaded the Specular zip file I created through the WP dashboard.
