There is already some css customizing it: https://ibb.co/610sCs3 This is an added code. Do you perhaps have added any other css?
Anyway, you can try adding this css into your Custom Css box:
#copyright a:hover { color: #f6f6f6 !important; }

Whenever a change is made, and you don’t see the result immediately. Make sure to clear the cache and refresh the page. Sometimes the server response is slow and you don’t see all changes reflecting. But it does not mean it is not made.
