That layout is showing just fine, because the item which are going to right side are nested items, so their parent child relation makes them that way it is normal thing not a bug.

Then you can style it as you want ? Because by default WordPress navigation settings are styled to match the theme style so it is the recommended settings in widgets for menu. For your own needs you can style it as you want.

When ever you want to apply your own styling you can add custom CSS in appearance > customizer and that will take effect properly.
