  I’d like to reduce the padding on the top and bottom of my footer, is there CSS that can accommodate?

  Yes, please add this code into your custom css box:
  
  footer#footer .inner .row-fluid.ff:first-child { padding-top: 30px !important; padding-bottom: 30px !important; }
  
  Change the values to your wish.
