Homepage Doesn't Change/Update

  We’ve gone through the installation process several times and everything seems to work except the homepage.

  Details:
  
  We’re using the portfolio agency child theme from the Folie parent theme.
  
  We’re using WordPress 5.2.1.
  
  Notes:
  
  We’ve tried changing the PHP Version. Tried both 5.6 and 7.0.
  
  We’ve tried upgrading and reinstalling the WordPress Installation.
  
  IMPORTANT: When we switch to other themes, the homepage doesn’t change.
  
  We’ve tried putting it in debug mode and nothing shows up.
  
  Settings > Reading – Homepage is set to home.
