Import Template Dummy Content FROZEN

  I couldn’t install the template dummy content in my localhost (using XAMPP) . I changed all the minimum requirements into php.ini and it still frozen when importing dummy content. Can you help me?
  
  I decided to start working in my localhost before putting into a server to advance my job, but I still could not start until now. :(
