Links to tabs or accordion or row

  Hi I need to have links to the tabs or accordion, I mean I would like the link to open the desired tab or accordion element, something like the anchor links to the required part of the site, I see tabs have the ID element, but when I open them in new window I just get top of the page.
  
  How do I do that? so that links opens and shows my desired tab element?
  
  Also is it possible to link to a row within page?

  Update, link to the first, open by deafult tab works good, links to closed tabs take me to the top of page.

  Sorry this is not possible for the tabs. As for the accordions, they will send you to the specified tab, but it can not be opened by default.
