How have you created the custom template?
I don’t know if the it works this way. Can you give me the credentials of an admin user to your site so I can check?
You have created a file at vc_templates. Here goes the visual composer elements files. If you want to have a different look in responsive than the theme, I suggest you to use any responsive plugin.
The theme support doesn’t include this type of customizations.

Just to be clear, I’m trying to make the slider on the top of the page (https://www.mangostormmedia.com/mobile/) load. Currently it only shows the spin icon.
The template you created is not part of the original theme files/templates. It is a customization you added for your convenience. Please see our support policies for more information.
