My Guess almost confirm your server is not healthy or it has some kind of restrictions thats why you can get installed.

Do you have any other web server?
Also I want to make sure your web server fulfills the below characteristics at least value.

memory_limit = 256M
post_max_size = 64M
upload_max_filesize = 64M
max_execution_time = 300
max_input_time = 1000
