Yes, it does make a difference. The code i gave you is for the default circle icons. The icons are a html element, whose style you can alter using css. They are styled from different css class. If you have images set, then the given code is useless.
In the current case, this is the css you need:

.services_medium img {
    width: 120px;
    height: 120px;
}

Change the values to your wish.

Please edit the code to this:

.services_medium img {
    width: 120px !important;
    height: 120px !important;
}

The !important gives priority to custom css over theme’s default css.
