i moved my test-side to a live-server, deactivated license code before i moved and now on the live site i can enter the purchase code with email but i don´t get the install-required-plugin-section in the menu.
when i switch to another theme and back to specular the welcome page tells me that i don´t have access to the required plugin page.
any idea how i can solve this?

when i deactivate and activate it is the same as before.
When i deactivate a plugin, i can enter the “Install-Plugin-Section” and activate the plugin.
But update for plugins are not shown and they should normally because over the normal plugin-section it is not possible.
I did it manually now with ftp to update all plugins.
Make sure you are using latest version of theme and plugins along with WordPress. And try to disable all plugins which are not related to specular and I hope that will solve the issue.
