1-This can be achieved using custom css. Try adding this code into your Custom Css box:

@media (max-width: 480px){
#logo {
    float: left !important;
}
.mobile_small_menu {
    padding-left: 100% !important;
}}

2-There are two ways you can have this layout:
a)Set the pages with sidebar layout;
-Create a new menu and add it in the new sidebar using the “Custom Menu” widget in Appearance > Widgets.

b)Set up pages with left navigation! To do this, select a page that will be used as parent (in your example this is the parent page:https://www.orsini-treuhand.ch/wordnew/page-l.png);
Now go to each child page and in page’s options select parent page and the layout as “Left Navigation”

You can de-enqueue the js files you do not want in file functions.php. Or use a plugin to block the js files and css you do not want to load. However this is not a recommended way since it may cause other issues in the site.

I suggest you, if you can, use another plugin that works with theme scripts and does the job you are looking for.

Theme uses the class to customize the menu’s used in theme. The files where you can find the function are:
specular\includes\core\codeless_megamenu.php
specular\includes\core\js\codeless_custom_menu.js
specular\includes\view\menu-small.php
