Which plan on WordPress.com have you purchased ? Business Plan allows you to upload your own custom theme on this hosting provider.
If you have this plan, please share with us in a private reply your wp creds, so i can login and install it for you.

I have a free wordpress plan.
The free version of the WordPress.com doesn’t allow the uploading of the Custom Theme this is the reason that you can’t upload the theme.
Oh, so if I upgrade to Premium it should then upload?
