  Is it possible to lock the navigation bar in place so it does not scroll up?

  Sorry for the late reply!
  -To have a fixed navigation bar, you can use the sticky menu. It will keep the navigation showing while you scroll down the page. To activate it please go to General Options > Header Options > Sticky Nav, set it ON.
  
  -Yes, you can add a phone number at the top navigation bar. Just go to Appearance > Widgets and add a shortcode widget to the top nav area.
