Kindly just try to use any other or default theme and check if your settings are there ? Also try to check by disabling any of your own used plugins those may be disabling those settings.

I have a question: when I upload an image to a specular block, it shouldn’t pick automatically the size of the template?
Yes it should, can you please provide me link to the page or image which is not taking that cropping effect. So, I can have a check for you. Images got cropped to only those dimensions which we are specified, and image should much of larger or exact of that size to take effect as smaller images does not crop.
So, send me reference link of the issue to have a check for you.
Thanks for the clarification I have checked and issue looks related to your host. Just reach your host and make sure proper image cropping libraries are active for you. Because we are not doing any thing as disabled but such issues are related to missing libraries on your host.
