The first step, go to your wp-content/plugins folder and rename all plugins folders. This will automatically deactivate them. Try accessing your wp dashboard now. Add some wp credentials in a private reply, so we can check out it closely.

Your site is clearly clashing scripts. This could be because of a plugin installed. We need ftp in order to access files directly in the server. If the site is blocked due to a fiel conflict, i can do anything else from the dashboard if it’s not accessible anymore.

Just ask your host to create a ftp account for you.
