This is a feature not available in standard Woocommerce. You can either add snippet codes to add the functionality or use a plugin for it.

you have added a lot of additional css that has altered the mobile view. First, remove this code from it:
footer#footer .inner .row-fluid.ff .span12:first-child:last-child { width: 800px !important; }It interferes with the css i added.
Second, i added some custom css in the Custom Css box in Specular > General Options (use this box instead of the Customizer you have been using*).
This will make the rows with 2 columns show as you want too.Please keep in mind that personal customizations are not included in support so this is all i can do for the changes in layout you want.

What theme version are you running? Please make sure you have the latest version of theme and it’s included plugins. Update Woocommerce plugins as well.
What issues are you having with the checkout? Can you enable the wp credentials in your profile? So we can check it out.

Delete manually all pages/posts/menus in WordPress dashboard. Then import a demo from scratch.

The trick are the plugins. Often users just update theme and leave it to that. But there are important plugins that are updated together with theme and need to be updated too for site to look well. Also some plugins get automatically deactivated whenever you make a theme update or switch from parent to child theme.
Always check plugins too in these cases.

Something is not correct in your site. I can’t reproduce this on my side. Please deactivate all third party plugins first. Update Woocommerce plugin. Clear cache and try again.
